The fundamental mission is to achieve the economic and social development of the territory, attending to the general objectives of the country, acting as a coordinating entity between the central structures of the State and the municipalities, for which it must contribute to the harmonization of local and national interests.

The Provincial Council is a collegiate and deliberative body, which will fulfill the functions foreseen in the Constitution and the Laws, with the decisions by the favorable vote of the majority of its members.
